PSD Adds Two New Executives
August 8, 2018 - Parkland School Division’s Acting Superintendent of Schools, Shauna Boyce, is pleased to announce the addition of two new members of the Division’s Executive Team. Mr. Mark Francis is the new Deputy Superintendent and Mr. Scott McFadyen takes over the role as Associate Superintendent - Corporate Supports & Services.
“We are really excited to bring Parkland School Division’s Executive team back to full strength and are thrilled with the additions of Mr. Francis and Mr. McFadyen.” stated Superintendent Boyce.
“PSD has reaped the rewards of a executive management team with ample experience and a passion for education that is second to none. There are big shoes to fill with the retirements of school division leaders like Tim Monds and Claire Jonsson whose dedication to students and legacy in the Division will last for years to come. Both Mr. Francis and Mr. McFadyen bring with them extensive resumes and have held key leadership positions along their respective career paths that will help PSD continue to thrive when it comes to successful implementation of our Vision and Mission. That includes an emphasis on student success and well-being while reflecting a future-focused approach which has made us the innovative organization we are today.”

Mark Francis joins Parkland School Division after serving Aspen View Public School Division for the past 22 years. His most recent post was the Superintendent of Schools for Aspen View. He’s also served students as a teacher, a director overseeing curriculum and technology, an Assistant Principal, Principal, and Associate Superintendent. Part of Mr. Francis’s portfolio will include Human Resources and Communications.
Mark completed his Master of Arts in Leadership and Training at Royal Roads University in Victoria B.C. and earned his Bachelor of Education, Secondary Route with an English Major and a Social Studies Minor from the University of Alberta.

Scott McFadyen - Associate Superintendent, Corporate Supports & Services
Mr. McFadyen will take over the role held by retiring Associate Superintendent, Claire Jonsson. Scott has previous school division experience as the Secretary Treasurer for Elk Island Public Schools but comes to Parkland School Division most recently from the Government of Alberta where he served as the Executive Director and Senior Financial Officer for Alberta Treasury Board and Finance, and Executive Council. He’s also served in senior corporate accounting and reporting positions in the private sector with the Alberta College of Art & Design and the City of Edmonton.
Scott McFadyen earned his Master of Business Administration from the Edinburgh Business School of the Heriot-Watt University in Edinburgh Scotland.
“I’m excited to be joining Parkland School Division and look forward to working with staff in the Centre for Education as well as with school administrators to live out the Division’s enduring priority of Resource Stewardship ensuring equitable and sustainable use of resources and ensuring that financial responsibility remains a priority.”
The Associate Superintendent, Corporate Supports & Services is responsible for the overall management of the Division’s business and financial affairs as well as the department of Financial Services, Facilities Services, and Transportation Services. Mr. McFadyen will manage a Division budget of $126 million and a site budget of $1.5 million.
